Office 2003 setup

I am trying to install Office 2003 Student Edition on my
daughter's laptop. I get an error message that the
Windows Installer Service could not be accessed. Occurs
if Windows is in Safe Mode or Windows Installer is not
correctly installed. How do I proceed?
