It's not clear if you're trying to get a Powerpoint
action transition that works when you use File=>Web Page Preview
in Powerpoint to also work in a Publisher produced web page
or if you're trying to move a Publisher web page to
Powerpoint.
The transition features in Powerpoint do work with one
of the
http://w3c.com standards but Publisher doesn't
support the same set of specialties, although both
Powerpoint 2003 and Publisher 2003 create similar
structures in their web files.. For information
on Publisher you may want to check the 'Web Design'
