Office 2007 help icon generates an error msg without opening the h

I am unable to open help using the office "?" help link icon. I rec'v an
error stating there are some help files missing. I have triied repairing
office using the diagnostic tool and the repair tool on the CD. I have also
re-installed the application twice with success. How should I proceed at this
time?
