Office 2007 Office Customization Tool - Mail profile notcreated

I had this problem with 2003 and never figured it out. I created an MSP and it seems to install fine including all of the custom changes I made to it except the mail profile.

I've selected New Profile and gave it a name, and configured an Exchange server connection and populated the entries. After installing and rebooting there is no mail profile. What am i missing???
