Office 97 Slow on Network

I have a customer who is using Office 97 SR2b on Windows 2000 SP4
workstations. They are experiencing slow load time from the applications in
office 97. They are also using Outlook 2003 instead of Outlook 97. The
default file locations for there documents is on a Windows2003 Small Business
server with service pack 1. We have changed both Excel 97 and Word 97 to
point to the server to find there documents. If either of these applications
is opened with out opening any documents or if they have a link to a specific
document the application takes sometimes 3 minutes or more to load. If the
user logs off the network and logs back on then the applications work just
fine. We can not seem to see the correlation between it opening with out a
document and with other than the programs are expecting to find their
documents on the server. The server is only about 2 months old and has all
the latest windows updates applied as do most of the workstations. The
problem does not seem to happen all the time.
