office apps act weird with not given list folder contents right

I have setup the NTFS permissions on the root of my hard drive so only
System and the local administrators group have full group. There are no
other groups listed, no other rights granted. In this configuration when
Word starts it gives an error 'An error occurred and this feature is no
longer functioning properly. Please run Setup and select "Repair..." to
restore this application'. If I click on OK, Word works like nothing
happened. If I grant the local users groups the list folder contents right
to the root of my hard drive, Word does not show the error.

FrontPage shows the following error when started without the list folder
contents right "Couldn't open file C:\Program Files\Microsoft
Office\Templates\1033\PAGES11\normal.tem\normal.htm." Again if I click OK,
FrontPage works fine.

Excel, PowerPoint, Project, Visio, and access work perfectly without the
list folder contents right.

How can I submit these bugs so they can be fixed? I should note these are
all 2003 versions of the products.
