Office Developer Edition

I currently own Office 2002 Developer Edition and am looking to upgrade to
2003 but no longer see this available. My basic use of the Developer Edition
is to allow an Access database to be distributed with the Access runtime
version so that each machine does not have to own Access. How do I get this
same functionality in 2003?

Access Runtime & Packager, etc. is part of the Access Developer's
Extensions (ADE). ADE is included in the Visual Studio Tools for Office 2003
(VSTO) *retail box*.

(The VSTO "toolset" is also available with MSDN Professional & Enterprise
subscriptions but ADE isn't part of MSDN subs until the Univer$al level.)

It is not clear if the Visual Studio Tool for Office 2003 comes with Office
2003 or not? The old Developer Versions did?? At that price, I didn't want
to have to buy both.

VSTO is a separate product. Office 2003 does not have a "Developer's
Version".
