Office XP error 1722

I have a user which gets the error 1722 everytime they log on. If I give
them admin rights then the error does not appear.

It seems that setup is trying to complete an installation. The machine is
running Windows 2000 and has Office XP and Project 2002 Standard installed.
I have uninstalled Office and Project many times, without success. This user
has abused their admin rights so far, therefore I would prefer to use a
different method.

What is causing Windows installer to activate for this user?
How can I resolve this issue without granted admin rights?
