Office XP Outlook Standard crashes on Windows 98

My Outlook will close when I try to respond to e-mail
messages. I click Send and the error message is something
like this program has performed an illegal action and must
shut down. When it restarts, I try to reply to the e-mail
message again, and the cycle starts over. This seems to
happen more and more often. I upgraded the Outlook just 3-
4 weeks ago and I regret doing this.

Is my Windows 98 missing a dll?
