Offline public folders

I have Outllok 2000 and Exchange 5.5 and cannot seam to
get the Public contact folder to be available offline. I
have search the docs and tried to follow the process but
this does not have the options. I have made the clients
info (cantacts, calander) workable offline and it works
fine.
