OL2000: The program is nog registered properly

I've already posted this question in the installation forum, but without any
repsonse. So another try in this community.

I have two servers on Windows 2003 with Outlook 2000 installed. After an
update to SP 1 for Windows 2003 I receive on one machine the following error
when trying to start outlook:
The program is nog registered properly. Please run Setup again"

I installed the whole package again and tried the detect and repair from
outlook, with no result at all. When I log in with admin rights or as a power
user it works without any problem. I tried to find out wich registry keys are
necessary but I can't find anything that makes sense.

I forgot to mention it, I log in as a normal user. Just a user that is member
of the group "users".
