On Exit not prompted Outbox contains Items that will not be send

I am using Outlook 2003 on XP SP2. If I have an email sitting in the Outbox
waiting to be sent and I exit Outlook I am not prompted by a dialog stating
stating the following:

'There are unsent messages in your Outbox. To send messages, Outlook must
remain running and connected to your e-mail server. Would you like to exit
anyway?' Yes or No?

The result is that the email is not sent. How do I configure Outlook to
display this message?
