On Line Clip Art yields Windows Cannot Find File

When using Front Page 2002, I want to insert ClipArt
online and the message returns: "Windows cannot open this
file: ?DPC={90170409-6000-11D3-8CFE-0050048383C9}&DCC=
{F81 which prevents me from downloading any Clip Art from
the Microsoft database. Could use some help. Using XP.
