One shape moves when trying to place another shape on top of it

There are two of us using Visio 2007.

When she attempts to move one shape onto the top of another shape, the shape
that was going to be under the other suddenly moves, as if saying "hey -
don't get too close to me." I have seen similar behavior when using Visio
2007, but I am currently not experiencing this. Is this an option/setting
that can be configured?

This happens to be a state diagram for software engineers, but I can't
imagine that the shape/template choice is driving this.

Suggestions?

try page setup=>layout and routing=> move other shapes away on drop (it's a
check mark)

Click on the diagram background to ensure no shapes are selected, then
menu Window -> Show Shape Data
this will show the page shapesheet
In the Page Layout section look athe Plow Code cell
One of you will have this cell set to 0, the other will have it set to
1 or 2.
This can also be changed via the menu File -> Page Setup - Layout and
Routing.
