Ongoing tasks to collect hours

First of all I do not have Project Server so can't create one of their Admin
Projects.

So, I have work being done that can't be scheduled (typical admin stuff,
pre-analysis consulting, continuity issues, etc.). This work needs to be
accounted for for a couple of reasons: 1) I want to account for the work and
its inherent cost, 2) I want to be able to schedule the average amount of
time a resource spends doing it.

Subtracting from Resource Availability satisfies #2 but not #1. Creating a
task of indeterminate length kind of satisfies both #1 and #2, but the task
is unwieldy. How does anyone out there do it.

Our solution depends on program requirements, often times we exclude Level Of
Effort tasks from the schedule in favor of tracking them in other systems
such as SAP or Deltek Cobra.

When we track LOE in MS Project, the LOE activities are in a separate file.
The two files (LOE and Measurable) are inserted into a Master Project file
for full rollup purposes. A ResourcePool.mpp file is also used to avoid
overloaded resources.

LOE Activities often take the form of Hammock Tasks (See URL below, go to
FAQs and see FAQ#19) using reasonable milestones for the start and finish
dates.
