Only admin can login

I can login into the web interface with the administrator account but cannot
login with any user accounts. I am using windows authentication and have
assigned all permissions needed but still cannot login. I receive the
following error: You have entered an incorrect user name/password
combination. (5002). Any ideas what could be wrong?

Kind of Tedious.......but

After installing the server I use PWA to logon (with admin account) and
create my windows user account. Giving it all the necessary permissions &
associating it with a windows domain account.

Then I used Project Pro to create a logon account/connection under
Enterprise options. Logged off & then on using the windows domain account.
Open the enterprise resource pool & used Active Directory/Address Book to
create resources. Save & Exit the Enterprise Resource pool, a validation
occurs to insure you've successfully added the resource. They're added to
the team member group by default.

Back to PWA I went and used the Admin > User & Groups to set the membership
in groups and used the template (twice...global & user) to configure the
permissions. Each person had a "scope" of objects they could view
(organization, my projects...blah), global permissions, and user
permissions.
