Only Outlook from Office Install

The organization I work for has a volume license for Office 2003, but we
are not yet authorized to install yet (currently using Office 2000). We
are authorized to install Outlook 2003.

I've done an admin setup on a server share and set up the transform to:

a.) not uninstall Word, Excel, Powerpoint, or Access 2000, but it is
okay to uninstall Outlook 2000.

b.) Only install Outlook 2003. Word, Excel, Powerpoint, Access 2003 are
set to unavailable.

c.) Certain common features are allowed to install (the ones that
Outlook seems to need.)

When I run the setup with the transform, the full Office 2003 suite is
installed.

Any clue to what I'm doing wrong? Any suggestions as to what else to try?
