open outlook xp in save mode

A couple of times a month, Outlook XP will go into not
responding mode when shutting down. When I try to restart
Outlook, a message appears about Outlook not closing
properly and should be open in safe mode. It does not
matter whether I click Yes or No, it takes for ever to
start up and nothing seems to be fixed. This is running on
a computer with Windows 2000 Professional.

Any suggestions?
