open saved .msg file - no text

One of my users has been saving Outlook 2003 mail messages
as .msg files on their server home dir. When they go to
view the saved file it appears there is no text. Internet
headers are there, attachments are there. When I look at
the file with a text editor and ignore the formatting, I
can see the message text.

Setup: Outlook 2003, Win 2000 Pro (SP4 - fully patched)

Any Ideas?
