I have a company with 5+ computers and I want to upgrade to Excel 2003.
In searching for the best price I found a company offering them as part
of an "Open Vollume License". As I want to be compliant with MS I
asked if I was the legal owner and the vender said no, they were the
legal owner but I get the key to legally use it. It looks like they do
alot of business this way and I was wondering if this is MS compliant.

Thanks in advance.

I have no affiliation with them.

No, you found one of many pirate websites. You can legally
download full versions of Microsoft programs from the Microsoft
website if you have a MSDN subscription. You can also legally
download a trial version of Microsoft Office from the Microsoft
website, but the trial version stops working after a few weeks.
Full versions of Microsoft software cannot be downloaded legally
from any other website.

An exception to this G&O, is for Enterprise license holders who no longer
receive media but are required to download the software from Microsoft's
site.

Just an FYI.

Thanks for your help.

I have also found sellers on eBay using the following statement inorder
to sell OEM software.

"In order to comply with eBay's & Microsoft's Software Regulations,
this purchase will include an untested, non-warranted, piece of
hardware at no additional cost to the buyer."

But I looked at Microsofts EULA and they said that the hardware must
include a power source, hardrive, motherboard, case, etc....

How does eBay (or Microsoft) let these sellers get away with selling
under these pretences?
