Organization of Folders: Tools/Organize 2000 SR-1

I have been able to successfully create many folders so
when new messages are delivered to me they are directed to
a specific folder. Though, on occasion I receive the
following message when setting up new folders and trying
to direct messages to them:

This rule could not be created. Check your folder
permissions.

I can right click on the folder giving this error, and see
the properties of the folder, but I don't know what I
should be checking for.

I am using Outlook 2000 SR-1
