Organize Using Colors fields don't always find matching e-mails

I'm experimenting with the Tools->Organize->Using Colors->Automatic
Formatting in Outlook 2003. First I tried coloring red all e-mails from one
or two specific people. Worked fine. Then I added another search condition
for specific word(s) which also worked. I replaced that second condition with
"Where I am the only person on the To line". Also worked fine. Then I
changed the second condition to "Where I am on the To line with other
people". Outlook colored red some e-mails from the specific person with me on
the To line but left others black. I can't see any difference between the
e-mails that would account for this behavior. It appears random.

I also tried using the Advanced tab on the Condition dialog box and set the
To field to Contains and entered my name in the value field--also tried my
e-mail address. The results were the same as before with the same subset of
messages matching the criteria colored red and the others that also matched
still black.

I also disabled all other Automatic Formatting rules to make sure higher
priority rules were interfering. There was no difference.

Is this a bug in Outlook 2003? How can I make the filter condition "Where I
am" work reliably?
