Is there a way to configure 'out of office' assistant in
outlook 2000 SR-1(internet-only) without having MS
Exchange or any mail server?

The the actual Out of Office Assistant feature is only available if you are
connected to an Exchange server. You can spoof the OOA using the Rules
Wizard, but Outlook must be kept running in order for the rule to work.
