OUTGOING MASS MAILINGS

We have Outlook 2003 with Windows XP (all running with
all the latest patches).

We use Act! version 6.0 to generate mailing lists which
we use to send out monthly newsletters. Act builds the
messages and sends them to Outlook's 'Drafts" folder.
Oulook then proceeds to send out the emails.

We send out groups of 100 emails at a time (since Act
can't handle more than 120 mass emails in this manner)
until we have generated emails for all of our 1200
contacts. We always wait for all the messages to be
sent out so the Outbox folder is empty when we start
generating and sending a new group of emails. We also
empty the "Sent Items" folder before starting the next
group. By the way, these are all individual emails and
not part of a distribution list. Act cannot generate
distribution lists for Outlook.

Here's the problem.

We continue to have problems with messages getting stuck
in the Outbox. We seem to be ok sending out groups of
100 emails until we reach the 400 or 500 email mark.
After that, the emails get "stuck" or go out at an
EXTREMELY slow rate. We have tried optimizing Outlook
(per various knowledge base articles on Microsoft's
site), changed network cards, changed routers, checked
with our broadband provider for any limitations (there
are none according to Time Warner Roadrunner service),
checked with Act support (no problems they are aware of),
shut down our firewall (and anti-virus services as well),
and even tried re-installing Outlook. We've had no luck
so far. Also, we originally were sending the emails with
attachments (approximately 250k each) so our thought was
that maybe something was getting built up within Outlook
and the file size became too large. To avoid this
potential problem, we are instead sending the emails with
links to our web sit to the pertinent documents so that
the size of EACH email is now about 5k. This still
didn't solve the problem.

HOWEVER, we recently noticed something interesting. If
we shut down Outlook and do a re-start of XP, then the
emails start going out again. Obviously this is an ok
workaround but we certainly don't want ot be doing this
on an on-going basis.

I'm planning on doing the same thing with Outlook 2003
and ACT!. Have you found any resolutions? Your other
ideas and tricks were helpful!
