Outlook 2000: Can't Access Services

I have a Windows 98 computer with Office 2000. The office setup is Windows
2003 Small Business Server running Exchange.

On this one machine, I can not access the Services to change the mailbox to
a different user. Right click properties on the Outlook shortcut, nothing
opens. In Outlook, click Tools | Services, nothing opens. A diiferent user
is logging into the computer, but getting the mailbox for the previous
user.

Both methods had been used on this machine in the past.

Any ideas?
