Outlook 2000 rules error

I have set up some rules in the rules wizard to run on
incoming emails. When I start Outlook and new emails
download, I get an error message that reads, "You do not
have appropriate permissions to perform this operation."
Could someone please explain why I get this and how to
solve the problem?
