Outlook 2000 w/XP OS won't send email

I have suddenly lost the ability to send email since the
end of last week. I am receiving emails just fine, but
cannot send email. I am getting a timeout error from the
SMTP server with error #0x800ccc19. I have removed
ZoneAlarm, SpyBot and disabled email incoming and
outgoing scanning on Norton AntiVirus. Nothing has
helped. Does anyone have an answer? I have found a few
postings since Feb 12 where others are having the same
problem and no one has responded to them. Thanks to all.

Hi Tammi,
Usually it is something on the computer. I see that you have norton
(disable the scanning is not good enough unfortunately). Use the system
configuration utility, I sure it will find the program that is blocking you
from sending.

says just to disable the scanning but I think if you load the computer
without running it, you will see it will work fine.

I have the same problem as mentioned by Tammi on 2/15/04. See my message regarding this earlier today 2/16/04. Sorry no solutions just yet.

Same problem here, and to say I am at wit's end is an understatement. However I am using W98.2 Does anyone know why this is happening
Any help is greatly appreciated...

If your e-mail account is with another provider than your ISP that migh
be the problem.Some ISP's block port 25 to prevent you from accessin
"outside" SMTP servers

You can check to see if it is a port 25 issue:
-open command prompt
-type telnet " your isp " 25
(in my case that would be "telnet mail.uni2.dk 25" )
if you get a message saying 220 blah blah blah your port is open.
if you get connection refused or a timeout error you may need to
contact your ISP.
Lets here the result.

I forgot - here are some other things you might try:

-Use some kind of speed tool (or if you are familiar with the registr
edit directly) and reduce MTU to 1400.If that works try increasing i
increments of 10.
-delete the tcp/Ip protocol for your nic or dial-up connection, reboot
and re-install
-backup your e-mail,delete accounts,reboot, recreate accounts
