Outlook 2000/web links

How do I configure outlook to open a web link from an
outlook message sent to me? For example; if I click on a
link it will automatically launch explorer and go to that
website. I use to have that capability but since my LAN
Administrator ran the Windows software update I am not
able to perform that feature. Please advise.
