outlook 2000

In Outlook 2000 I can't import an address book file. When I go to "file" in
the address book the "import and export" buttons are not highlighted

Don't do that from within the address book dialog itself. Do it from
Outlook's main window. Sounds like you're running in Internet Mail Only mode.
