outlook 2000

When I click on ms/2000 logo on desktop the screen starts
on the desk top but doesn't open ms/2000. Have to use ms
express to send and receive mail??? How can I fix this
problem? Has been working all along. Took out and re
installed ms 2000 but with same results.
