Outlook 2002 does not prompt for password

I have Outlook 2002 running on an ME machine with 2 pop3 accounts. I
have told it not to save my account password, but it does not prompt
me to enter a password, thus failing to loggin to the pop account and
send email. I have deleted and re-created the 2 accounts with no help.
