Outlook 2002 - Hangs while for awhile sending E-mail.

I have a client that when she sends E-mail with or without
attachments it takes a while to send.Is this a corrupted
Outlook profile(local)issue or an Exchange Server problem?
She is running Outlook 2002 on a Windows 2000 system and
there appears to be other users' with the same issue.

Is there any checklist to follow that can optimize
Outlook's environment?
