Outlook 2002 - Request a read receipt

When someone receives a message with the "Request a read
receipt" option selected, they have the option to send a
response or not. Is it possible to have the receipt sent
without the reader granting the option, as in past
releases of Outlook?

Go to tools, options, preferences, email options, tracking options and then
pick always send a responce.
