outlook 2002 scheduled send/receive doesnt work

i have removed and re-installed outlook 2002 and i still can not get the
scheduled send/receive to work. when i hit send/receive it says operation
failed. i have tried to define send receive groups and that doesnt work
either. i am running out of patience, can someone please help me?
