Outlook 2002 startup error message

I have a user that get's this message upon opening
Outlook:
"The time limit for logging on was reached while waiting
for system resources. Try again."

Message: MAPI 1.0 (000004C2)
When he clicks OK it takes him into his exchange mailbox.
anyone have any ideas?
