Outlook 2002 unable to Send via POP, Receive is OK

Hi,

Outlook Express is working fine for me, but I am unable to get Outlook 2002
to send (receive is ok). So I am fairly certain my settings are correct.

Outlook worked for me before but a few days ago (when I arrived in Chad, and
therefore have a new mail server to interact with) both receive and send
stopped. I found online that I should disable email scanning in Norton, I
did that and receive started working. I have since uninstalled Norton and
even run the manual uninstall tool from the web site to be sure it is
completely gone. I have no other anit-virus, firewall, etc, turned on. I
have uninstalled and reinstalled Office 2002 Pro, with no change.

The mail server here uses SSL on ports 995 and 465.

The error message is:
Task 'SIL (Field) Email - Sending and Receiving' reported error (0x800CCC60)
: 'Your outgoing (SMTP) e-mail server has reported an internal error. If you
continue to receive this message, contact your server administrator or
Internet service provider (ISP).

Like I said Outlook Express works fine so I think it may be an issue with
Outlook config that is not ettign cleaned up at uninstall. Other people here
on site have no problems with their mail.

Any ideas, or help would be appreciated!

Norton is completely uninstalled, and the Windows Firewall is disabled.

Did that already as well =) but no effect.
Also downloaded Norton unstall tool to verify it was all gone. no effect.
Also created a new Outlook profile. no effect.
I am currently trying to figure out how to more thoroughly uninstall Outlook
to be sure whatever Norton messed up is really gone.

Rename the Outlook registry key in registry under
HKCU->software->microsoft->Office->outlook and in the HKLM(Local Machine) as
well also rename which is in 10.0 9.0 8.0 do a detect and repair. I'm
curious about outlook express say configure the account back again in
outlook express now start Outlook and remove the accounts listed there and
import account from outlook express

Have you tried importing the Outlook Express account into Outlook?

I cleaned the directories and registry (including the ones you list) prior
to my second reintall. No effect.

I deleted and recreated the email account on the server.
I tired a new Windows account, but no effect.
I also ran fixmapi.exe, no effect.

FYI: Sometimes the Error Message is slightly different (note server
response):

No change with test email account on server.

However, it is fixed. woo-hoo!

When trying to fix it, I removed and reinstalled Office 2002. However our
internet connection here in Chad Africa is down and I could not get SPs for
it (19.2 kbps is too slow). Yesterday our ISP was backup and I updated
Office 2002 with all the SPs and patches and the error went away.

So I guess there was an issue with SSL sends in Office 2002 if you don't
have SP3, etc.
