Outlook 2002 Windows 2000 and PKI

Outlook 2002 oon Win2k takes 9+ min to publish
certificates to the GAL, 9+ minutes to send a digitally
signed message and 18+ minutes to send a signed, encrypted
message. Outlook 2000 on Win2k has no problems and
Outlook 2002 on WinXP has no problems. All on the same
network. Outlook 2003 does same thing as Outlook 2002
does. Any ideas what may be causing this out there?
