Where in Outlook 2002 is the setting to tell outlook how
long to leave the email on the mail server for a POP3
account?

Go to Tools | E-mail Accounts. Click View or change existing e-mail
accounts, then click Next. Select the account, click Change, then the More
Settings button. You'll find the "leave on server" options on the Advanced
tab.
