Outlook 2003 and terminal services

Hello,

I've installed office 2003 on a Windows 2003 Terminal Server. Every
now and then when starting outlook it reports that it wasn't shut down
correctly last time and asks if I want to start outlook in safe mode.

I know there was a problem with Outlook XP and Windwos 2000 (see KB
article 319517). But this solution doesn't seem to help for 2003. I
can find the key under

HKLM\Software\Microsoft\Windows NT\Current Version\Terminal
Server\Install\Software\Microsoft\Office\11.0\Outlook\Resiliency

an delete it. But after a while the key is back again and the problem
starts over and over again. And no, the terminal server is not in
install mode...

What's happening here ?
