Outlook 2003 deleting shortcuts

Outlook 2003 upgrade from 2000 deletes shortcuts and groups from the shortcut folder when it is closed down. Sometimes it only deletes half of them at a time, but after a couple of shut downs they are all gone. I have tried everything including uninstalling the program. Has anyone had a similar problem?
