Outlook 2003 does not sync properly when connected.

When connected thru a Windows 2000 Server to the
internet, and using VPN to connect to an Exchange Server
running on Windows 2000 Small Busness Server, I get the
following error. "(0x8004011D) The server is not
available. Contact your administrator if this condition
persists." I am able to connect it I dial into the
internet and use VPN to connect to the internet.
