Outlook 2003 Doesn't show updates to GAL

I have a few users running Outlook 2003 in Cached
Excahnge Mode who are unable to see updates to the GAL
for at least a full day. As soon as they turn off cached
Exchange Mode they see the changes that were made.
Downloading the Address Book does not help.

Does anyone have any insight into this problem?
