Outlook 2003 - Email Account setup - "The requested operation fail

I receive this message while I try to set up MSN HTTP Settings. After
entering the correct information, I cannot move forward with "More Settings"
or "Next" and receive the message "the requested operation failed". Note: I
have talked with MSN tech support four times in the last 36 hours and have
not resolved this issue resulting in not being able to retrieve my messages.
