Outlook 2003 email format

I use HTML or Rich Text to format email I send. However, I notice that most
of the mail I receive comes in "Plain Text." So, when I want to respond, I
have to convert the "Plain Text" to HTML if, for instance, I want to send a
response that includes a link or an email address embedded in the text I am
sending.

Is this a way that I configure Outlook so that it will automatically convert
incoming mail from "Plain Text" to HTML or Rich Text? I will appreciate
advice.
