Outlook 2003 Error 0x800CCC0F

I have tried for days to fix this problem (I see that others have the same
issue). AV and Firewall are NOT the cause, time-out is not an issue either
and all settings are correct.

Those anybody know why I'm getting this error message:

Your server has unexpectedly terminated the connection. Possible causes for
this include server problems, network problems, or a long period of
inactivity. Account: 'Rick - New Impressions USA, Inc.', Server:
'pop.newimpressionsusa.com', Protocol: POP3, Port: 110, Secure(SSL): No,
Error Number: 0x800CCC0F
