Outlook 2003 hangs on exit

I've seen several posts in newsgroups all over the
internet about this. I am having the same issue as
follows:

Fresh install of Office 2003 on WinXP. when you open and
close outlook, the outlook.exe process does not unload
and hangs. You can't reopen outlook until you end task or
reboot your box.

This seems like a bug somewhere. Does anyone have a
solution or experienced the same thing?
