Outlook 2003 junk mail filter and rules

I recently upgraded to Outlook 2003 and now I am having
problems with the junk mail filter. I set it to high and
it didn't seem to catch any. I have a rule that moves
messages from the inbox to another folder depending on
the receiving address. When I turn that rule off, the
junk mail filter works, but I want to be able to run the
rule and filter junk mail together. The rules were
updated from Outlook XP. Does anyone have any experience
with this problem?
