Outlook 2003 - "Operation Failed" message when launching a second

This message appears when launching more than once during the same session.
There is no other message and it does not appear when requesting
send/receive. I am therefore reluctant to follow the advice given to similar
problems about user profiles. After re-booting the PC, Outlook works well but
if I close the application I cannot launch it again unless I re-boot etc. I'm
fully up to date with MS Updates and am using Windows XP with SP 2. I'd
appreciate any ideas.
