Outlook 2003 POP3 and HTTP grayed out in new account setup

I can't seem to be able to add new POP3 or HTTP accounts
in Outlook 2003. I've tried closing Outlook and doing it
from the Mail Control Panel. I've tried deleting my
profile and creating a new one. I seem to be able to
only use Exchange and IMAP. Any ideas?

Are you trying to set this up inside a corporate environment? Network
administrators can disable these options on all client computers.
