outlook 2003 public folders synchronization

Can't get OL2003 to synch with public folders - think that
all the settings are right (offline folder file, send
receive groups, cahed exchange mode). Found kb article
820867 which appears to address problem, but it refers
to "Clear Offline Items" under Inbox properties, which I
simply can't find.

Now stumped.... help appreciated.
